You should be able to move backwards from the mark at any time.

I can't imagine how frustrated players are with this rule, it fights against the natural defensive instinct. I doubt any player except lazy Chol likes the rule.When the rule was brought in, in addition to arguing how f**cked it was, I remember myself and a fair number of others arguing that a rule like this means they have to very rigorously police player going off their line. We have all been so surprised that this has not happened.
