I think rucks are usually about pairings.
Hawthorn is a good example of pairing.
McEvoy can be worse than useless at CBs. Much worse. But usually he's competitive. And if he's getting smashed he's paired with a ruck (Ceglar, or previously Hale) who can guarantee contact with the ball (or opponent's arm) at a CB. This is guaranteed aerial presence and it is vital.
Once McEvoy can be covered against CB routs he can use his presence forward and around the ground. He's good at that. And he's only #2 ruck anyway. There's another guy with more altitude who has to be watched.
Nankervis is nowhere near as good a mark as McEvoy. But he can be better at ground level. And Nank will have cover from Hampson. So if they're getting Nank by the hair at CBs Hamster switches back in.
