They do it to take the pressure off at the time of disposal. It gives a hasty player time to clear his head, take stock, think.
Axel hardly ever run down from behind. He hits the gas and is lightning from 0-25kmh.
So Foley's in space, by bouncing straight away, he buys an extra five metres of eyes up time before he has to think about bouncing again or hurriedly use. It gives time for the adrenalin to abate a little. Vision time. Disposal time.
It's also a kind of taunt for the opposition to challenge him from front on which might cause an overlap.
A lot of the younger players will not use the ball by hand unless they've drawn an opponent. I reckon it's a team rule. It's better than a shepherd and one of the reasons we figure so low in shepherd counts (another reason is that we're light, lazy or inexperienced).
What I'm saying is that instead of handballing then shepherding, you only handball when an opponent has committed to a tackle. He's off balance when you dispose and if you time the release right he either can't touch you or he has to let go straight away. If he's not on the deck, he's off balance and easier to put there.
So, Foley's bounced straight away. His eyes are up. He has a dozen strides before he has to use it. If he draws an opponent, he can handball forward to an un-manned team-mate, if not he kicks when in the clear or takes another bounce. His vision is clear. His mind is clear.
