Yeah, it shouldn't be rocket science.
Stopping flights without building the quarantine facilities you speak of is not the solution. You will never open up Australia while the disease is out there and Australia doesn't have quarantine facilities nor the population vaccinated.
Meanwhile the world, trade and economies around the world are opening up while Australia still bans it's own citizens from returning home. Australia is better than that. Has always been better than that.
Knowing the carnage the disease has caused so many other countries in the world, I wonder with hindsight if given the choice whether they'd be doing all they could to keep Covid out?
Definitely. On the issue of quarantine, I'm pretty certain it must have been a unanimous decision of the National cabinet for the states to run their own quarantine programs. If it wasn't, you would have had premiers referring back to it and stating they were against it at the time. The VIC government would have been screaming it from the rooftops if they had been opposed to the decision and wanted the feds to handle it. The CHO of each state and the CMO were all involved in adviusing the national cabinet. They must not have foreseen the challenges of state based quarantine.
I'm surprised there wasn't more made of this at the time, perhaps it was thought it would not be a long term issue?

Correct and that needs to between 70 to 80 % fully vaccinated and we are currently sitting at 2%

I think you are right, and it was also when we were being told it wasn't airborne and was only being transmitted on surfaces.
Its now known to be airborne, which makes an enclosed hotel a very poor solution for managing quarantine, hence the push now for more facilities like Howard Springs.
Later on in that "inquiry", he also tried to absolve himself of any responsibility or accountability for the program.
He effectively said that the person that chairs a committee (National Cabinet in this instance) of any sorts is responsible for any final decision being made. He said he knew this because he has chaired plenty of committees. He added the remarks as an additional unrequested comment after seeming to have previously finished his statement to the question asked by the "inquirer".
Considering how much we have learnt about Covid in the last 18 months I'm not sure how relevant who's idea it was in March 2020.
