Perhaps a staged quarantine stay where you have to spend a week or so in an isolated departure lounge subject to tests before being released?

Stopping flights without building the quarantine facilities you speak of is not the solution. You will never open up Australia while the disease is out there and Australia doesn't have quarantine facilities nor the population vaccinated.If Quarantine was water tight then I might agree but until it is then I'd have stopped the flights.

Definitely. On the issue of quarantine, I'm pretty certain it must have been a unanimous decision of the National cabinet for the states to run their own quarantine programs. If it wasn't, you would have had premiers referring back to it and stating they were against it at the time. The VIC government would have been screaming it from the rooftops if they had been opposed to the decision and wanted the feds to handle it. The CHO of each state and the CMO were all involved in adviusing the national cabinet. They must not have foreseen the challenges of state based quarantine.The guy the brought it to Victoria caught the virus in the last days of his Hotel Quarantine.
The person he contracted it from, his hotel neighbour, hasn't caused an outbreak.

Correct and that needs to between 70 to 80 % fully vaccinated and we are currently sitting at 2%A vaccinated population is the key to opening up. The sooner we can get that done, the better.

I was one of the first people to arrive back in Australia in March 2020 after the come home call had been made, and I couldn't believe how underprepared the system was. You didn't even have to provide them with the details of where you were going.
The initial push for hotel quarantine was to fix that debacle I think.
Later on in that "inquiry", he also tried to absolve himself of any responsibility or accountability for the program.
