Just watched again on video. Maybe it isn't a throw as he just elevated the ball a bit just like any player would when arms are pinned and they drop the ball to their leg for kick.
 
James Morrissey did a similar move for the hawks many years ago. Threw the ball around the behind most and snapped it

The ball barely went up 5cm, so it can't be a throw and for benefit of the doubt, the play was used to kick a goal. Suck it Scumpies.
