I'd never really thought of this before, but this is an indication of the weirdness of the electoral college system.
I'm watching MSNBC, and they just said that in California, there are 7m people that do not vote, similarly in New York state, there are another 7m people that do not vote. Just as a gauge thats about 4% of the entire population of the US in these 2 states. They swing so hard to the Dems, that these people don't vote because simply their vote doesn't matter as most of these would vote in line with the state, but these are millions of votes that would further separate the republicans and the dems in the popular vote. Its a very strange system when you can win the popular vote by 3-4m (which will probably occur), potentially if these non-voters had voted thats probably another 3-4m swing in the popular vote, but it would have zero effect on the actual outcome of the Presidential election.
