It should be for players under 50 games and 21 years of age.
Edward has no chance for this year as he is been played before he is ready and has already played more than 10 games so he can not win next year.
You are better not to play for the first 2 years of your career. If you are to win the award.

I reckon most young players would prefer to play whenever they get the chance and most would not give two hoots about the rising star award.
