The Voice . They got one already. The National Indigenous Australians Agency ( NIAA) . So why another one ?. Google National Indigenous Australians Agency ( NIAA ).
 
The proposed change to the constitution:

In recognition of Aboriginal and Torres Strait Islander peoples as the First Peoples of Australia:
1. There shall be a body, to be called the Aboriginal and Torres Strait Islander Voice;
2. The Aboriginal and Torres Strait Islander Voice may make representations to the Parliament and the Executive Government of the Commonwealth on matters relating to Aboriginal and Torres Strait Islander peoples;
3. The Parliament shall, subject to this Constitution, have power to make laws with respect to matters relating to the Aboriginal and Torres Strait Islander Voice, including its composition, functions, powers and procedures.

Simple.

Clear.

Nothing threatening.

The parliament has clear power to determine the composition of the voice and how it runs.

But the voice cannot be abolished which has been the issue with any previous Indigenous representative bodies.

The Voice can make representations, so anyone claiming it could somehow over-rule parliament or that that the parliament or governments could be challenged if the Voice opposes their decisions, well, anyone claiming either of those things is simply lying.

Can't see any reason to oppose this, it is a very conservative change to the constitution.

I am no fan of Peter Hartcher but his article today has a ring of truth about it. More and more I am concerned this referendum is in trouble

Essentially what he is saying is the Dutton will have no choice but to not support the Voice because of pressure within the Libs and the coalition. That will most probably doom the referendum as there has never been a successful one in our history without bi-partisan support.

The downside for him is that if that occurs it may save his bacon but doom the LNP to electoral carnage as those who voted for teals will have had their reasons for doing so validated. If somehow the referendum gets up despite LNP not endorsing it then they will be seen as irrelevant, even more than they are now

The Libs won’t do what’s best, they’ll do what is best for them politically. What a grubby game politics is.

Dutton will sit there asking for more info ad nauseum until the polls show that the Voice is at a point where it may not get over the line. Then he'll come out and denounce it.

It's really quite sad that as a nation we're unable we're unable to ensure that our indigenous population will always have a say in laws and policy aimed that the indigenous population. We're still quite a racist country, despite what we tell ourselves. It may take another generation before we can shift into a more tolerant society.

I was embarrassed to be an Australian when the republic referendum was lost.
I will also be embarrassed if the Voice does not get up.
Embarrassed but also sad

The Libs won’t do what’s best, they’ll do what is best for them politically. What a grubby game politics is.
But they are also philosophically against the voice. Apart from the Northern Territory Land Rights Act, which was passed by Malcolm Fraser after a 4 year process of Inquiries and development by the previous Labor government, the historical record shows Coalition have fought and/or wound back every substantial measure that aims to improve the status and lives of Aboriginal people. And often taken the gloves off and fought hard. John Howard told Australians if the Native Title Act was passed the blacks would claim aussie families suburban backyards. That was John Howard, not Pauline Hansen.

(The NT Land Rights Act is a big outlier, and I applaud and respect Fraser for passing it, but to put it in context, he didn't have a lot to lose, a long way from Sydney and Melbourne, the royal commission and the draft act were clear and well developed in ways that didn't upset any applecarts and they never would have instigated such a process, feds control the NT, and Fraser was very moderate and the party has drifted significantly right on race issues since then, and his political stocks were high within the party and could take the significant internal heat. Fraser also opened the borders to boats full of Vietnamese people fleeing their country, slight contrast with Howard, Abbott, Morrison, and Dutton).

Comments and opinions from people like you for a start. Also having a non-Caucasian wife and mixed race kids gives me a better insight than most.

The concept of the Voice is as an adviser to government on decisions that affect indigenous people. Given that state governments have different responsibilities than the feds provides you with your answer.
State governments have responsibility over public health, education and prisons for example
