Firstly, it seems reasonable to provide a history of recent indiscretions of the person the article is about.

Secondly, and more importantly, why is this newsworthy in the first place?

The sad reflection on society that answers the second is what justifies the inclusion of the first.
 
How do we know though that the person he "raged" with didnt break a traffic law or something to get him into that state ? Lot of detail lacking at the moment.
