You can call an unplayable anywhere, anytime, any situation on a golf course. Except in a water hazard.

Er no. That would be dropping closer to the hole. But you could drop it sideways or back and take the penalty stroke for doing so if you wanted. Not that it would make any sense to do so.
He was lucky that he had space outside of the boonda ie lucky he wasn’t further in it.
