You could well be right but as of now there is no evidence of community transmission anywhere outside of Melbourne.The other states shouldn't be rejoicing just yet. There's a long long way to go.

Melbourne should be going on lockdown. And the rest of Victoria needs to be put on high alert.
WA was divided up into regions and had police/army roadblocks on the highways going out of Perth. People who got caught going around the roadblocks got massive fines.How would you stop people fleeing the city for holiday homes or country retreats and infecting towns?
Apparently the Cedar Meats outbreak was handled perfectly thoughIf you look at the 'All locally-acquired* cases: 7-day moving average' on this page https://www.covid19data.com.au/trends, community transmission is minimal in NSW and has flatlined in the other states, apart from isolated "blips" of one or two. Victoria never quite reached the same level of control, likely thanks to the Cedar Meats thing.
