Foxtel question

this is the tech that implements the handshake

and if this ICT is implemented on the media (not mandatory atm) then it downscales hd content to sd with any analogue connection, even hd capable component connections

connect the foxtel box into a pvr/dvd recorder/pc. play the recorded foxtel program while recording from the other device

Yes.
I have my Foxtel IQ2 also connected to a Panasonic 1TB hard-drive blu-ray.
I can record in HD onto the IQ2 box, copy it to the Panasonic 1TB hard drive, and then burn it onto a blank blu-ray disk.
If I want to copy it for a mate who doesn't have a blu-ray player, I can burn it onto a normal DVD but of course, the resolution will be lower.
