They could have used hotel quarantine as a short term solution while working on Federal solution fit for purpose for the long term

I'm seeing all these people claim on social media this morning that “lockdown isn’t really ending.” Well if people can get out of the house more, can go to work and I can go to the pub on Friday, I can assure you that lockdown is definitely ending. We’ll just have to put up with restrictions for another 1-2 weeks. and fingers crossed Richmond v St Kilda in 2 weeks will be at the MCG with crowds.

Scomo's original idea of quarantine was home quarantine. Essentially to do nothing, as usual.
The premiers insisted on hotel quarantine because anyone with a brain could see the public couldn't be trusted to self quarantine. Hotel quarantine would have been driven by the states but only because Scomo had no plan at all!

I think you are ignoring the setup. The health "experts" are providing the advice on covid to national cabinet. Personally I don't reckon any of the premiers showed any foresight or long-term strategy in this regard, although we are all speculating on how the decision was reached. Did anyone call out the risks of hotel quarantine before the VIC outbreaks?
BTW I'm not sure scomo has had any ideas so not sure on your home quarantine call

There were no viable alternatives to hotel quarantine early days anyway. Not enough facilities, no-where else to put them given the volumes of people returning. But they could have planned for alternatives going forward, sure. I guess they bet that it would work and other facilities wouldn't be needed.
