ok.I might have different info here.
If you mean, which teams won every match but failed to win it, the teams are Argentina (1930), Czechoslovakia (1934), Hungary (1938 & 1954).
However, more than 4 teams have been unbeaten and lost the final. Sweden (1958, 1 draw), West Germany (1966, 1 draw), Italy (1970, 2 draws) Holland (1974) and Germany (2002, 1 draw).

The final is considered part of the tournament. If a team loses the final, then they are not considered unbeaten.
