I don't understand the academies thing. Do we have an academy, or rights to draft from an academy?

Someone needs to explain to me, how does a kid become a 'academy kid'.
Im pretty sure Collingwood use the simple academy system, if your a dud your not in the academy but if your a Gun you automatically become part of the academy.
