Even making them pay actual cost would probably change a few minds.
I wonder how many of them are the 2.3 million people in Australia on a temporary visa.

Small numbers of visitors might be here on compassionate exemptions.

I have a problem with Australian permanent residents who don't get citizenship, and choose to spend a lot of time living overseas. A lot of then come back to Australia when COVID-19 occurred.
What about the Australian Citizens who do the same thing? Should we have problems with them too?
It's your carer and family that have you doing what you are doing, others that I know don't have the same motive.
I wish the government would make it their problem too. It bothers me because a lot of them have received permanent residency in very shady and shonky circumstances.

Nothing to do with Corona and testing though. Everyone who comes back should be tested, citizens or residents alike.

Fly into Australia. Quarantine. Test. Go into the wider community.
