Anyone with the right psychological traits to be a good player and more importantly a positive influence on the ethos of the playing group. You can throw a blanket over most players in the draft in terms of physical ability.

We should follow that method with every pick (except maybe 1st rounders) for about the next 3 or 4 years.

Maybe so but if Port can't trade him he can't go in PSD while contracted.
