If you're talking about the "H or H" poll then no, cheese sandwich is not a reference to Rawlings.
On a Rugby Union board I frequented, you couldn't view the poll results unless you voted. The Cheese Sandwich option slowly worked it's way into all polls basically allowing someone who didn't care to vote, thought "meh" about all the choices, or just wanted to see the results, a way to get around the vote to see restriction.
Turned into a good barometer of the poll itself in the end. A stupid poll would have Cheese Sandwich winning the poll.

I want my vote back, I didn't know Rawlings was cheese sandwich. I thought a cheese sandwich might have been able to slip some talent past our coach recruitment process which real people had not managed in the past

That's what I took cheese sandwich as and have selected at times so I can see the results without having to choose any of the genuine options. To me cheese sandwich was the equivalent of don't know or don't care but show me what others think anyway.
